
Strategic Agreement Signed Between SOCAR Fiber and EXA Infrastructure
SOCAR Fiber has signed a strategic partnership agreement with EXA Infrastructure, marking a significant step towards strengthening Türkiye’s digital infrastructure on a global scale.
A group company of SOCAR Türkiye — the country’s largest direct international investor and leading integrated industrial group — SOCAR Fiber announced its new strategic agreement with EXA Infrastructure. This partnership will support SOCAR Fiber’s expansion goals by leveraging EXA Infrastructure’s global network and enhance regional communication infrastructure. As SOCAR Fiber’s first commercial international client, EXA Infrastructure will deliver connectivity services via SOCAR Fiber’s network along the Türkiye-Greece and Türkiye-Georgia borders. This service is considered a major milestone in advancing digital communication across Asia, the Middle East, and Europe and will contribute significantly to regional data transport.
As part of the agreement, SOCAR Fiber’s infrastructure will be marketed by EXA Infrastructure to global data center operators, as well as cloud, content, and technology organizations. This development positions SOCAR Fiber not only as a key local player but also as a contributor to the global digital ecosystem. Speaking about the agreement, SOCAR Fiber General Manager Kanan Mammadov said:

The newly developed communications infrastructure in the region will create short terrestrial routes between Europe, the Middle East, and Asia, contributing to Türkiye’s role as a major player in the global digital network.”
Steve Roberts, Senior Vice President of Strategic Investments and Product Management at EXA Infrastructure, added: “We are proud to be part of this project. It will establish new, highly scalable, and reliable routes across Türkiye and deliver alternative paths for intercontinental traffic originating from Asia. The first phase will collect traffic flowing through the South Caucasus and Central Asia and connect to the Georgian border. The second phase will create a direct route to the Iraqi border, bypassing the traditional Red Sea path for Middle Eastern traffic. Alongside our previous investments in the Trans Adriatic Express and the Balkans, this project will offer the most modern and reliable fiber-optic infrastructure connecting Asia and Europe.”
SOCAR Fiber: Secure and Fast Communication Infrastructure
Since 2013, SOCAR Fiber has been providing secure communication services via its 1,850 km-long fiber optic infrastructure deployed along the TANAP Natural Gas Pipeline route. Stretching from eastern to western Türkiye, the fiber network spans 20 provinces and 67 districts.
Aligned with global digitalization goals, this robust infrastructure continues to grow, not only locally but also on an international scale. With its new agreement with EXA Infrastructure, SOCAR Fiber is set to further strengthen its position as a key communication infrastructure provider.
